Both IAS and IPS are selected through UPSC Civil Services Examination. Aspirants fill the service preference of their choice in the Detailed Application Form (DAF) of UPSC and they are provided the service according to their rank in the final result. After joining the Indian Administrative Service, the candidate cannot take the Civil Services Examination but after becoming an IPS can take the Civil Services Examination.

Cadre Controlling Authority

Both IAS and IPS are All India Services but both have separate Cadre Controlling Authority. The Cadre Controlling Authority of the IAS is the Ministry of Personnel which is directly under the Prime Minister, but the Cadre Controlling Authority of the IPS is the Home Ministry which is subject to the Home Minister.

Training

The initial 3-month training of IAS and IPS, also called foundation course, takes place at Lal Bahadur Shastri National Academy of Administration (LBSNAA). After that IPS trainees are sent to Sardar Vallabhbhai Patel National Police Academy (SVPNPA) Hyderabad where they take their police training.

Sword of Honor is awarded to the candidates who topped in IAS Training and the candidate who topped in IPS Training. In comparison, IPS training is more difficult and requires more labor. It includes horse riding, parade, armaments etc.

Powers and Responsiblities

The job profile of both IAS and IPS services is very broad and both are posted on very powerful posts, but IAS is much more powerful as a DM. An IPS has only the responsibility of its department but an IAS (DM) has the responsibility of all the departments of the district. An IAS officer as DM is the head of the police department as well as other departments.

The DM is also responsible for the district’s police system. In the city, curfew, Section 144 etc. takes all the Decision DM related to Law and Order. DM can also order Firing on crowd. IPS cannot order Firing on crowd. Not only this, the approval of DM is also required for tranfers of Police Officers.

A protocol also describes that if the IPS goes to a meeting with the IAS, then they must salute the IAS. But this will happen only when IPS is in its full uniform, if IPS is not wearing its Cap then it is not obliged to salute IAS. That is why it is often seen that IPS Officers do not wear their cap during a meeting with IAS.

Some states have implemented commissionerate system in some of their cities. In this system, police officers have more powers, but still less than an IAS.

Scope of duty

The scope of duty of an IAS officer as DM is in all the departments of the district. An IPS can work only in its police department and traffic department while being SSP. DM’s work area land records, revenue, law n order, agriculture etc. are all departments of the district.

Salary

The salary of an IPS officer in India has improved a lot since the recommendations of the Seventh Pay Commission. The salary of an IPS can range from Rs 56,100 per month to Rs 2,25,000 per month. It varies depending on seniority. Salary of the IAS has also become much better than the recommendations of the Seventh Pay Commission. Uniform

Uniform separates IAS and IPS. There is no special uniform for IAS officers, they just have to wear formal clothes in government events, but IPS have to wear their prescribed uniforms. IPS uniforms vary with promotions. They have to put sticks, swords and Ashoka sticks on their shoulders with every rank. The general public recognizes not the IAS but the IPS from clothes.
